| Congressional Districts | The U.S. Congressional 
      district number of the applicant organization (e.g. SD-002).  
      This field represents the "applicant" congressional district.  
      The U.S. Congressional district number of the applicant organizational 
      contact and the performing organizational contact. Each Congressional 
      district is an area within a state from which a member of the U.S. House 
      of Representatives is elected. There are 435 U.S. Congressional districts, 
      each with a unique code.  Congressional District format must be X-Y, 
      where X is a two-letter state code and Y is between one and three digits. 
      Y can also be 'all'. Special districts are US-all for nationwide, and 
      00-000 for non-US.  Select a State, enter a District Number, and 
      click the add
